Digital Signature Certificate (DSC): What It Is, Class 3, and How to Get One (2026)

If a government portal has asked you for a DSC, you are not alone, almost every statutory filing now needs one. Here is what a Digital Signature Certificate actually is, which type you need, and how to get it without the usual confusion.

What a DSC actually is

A Digital Signature Certificate (DSC) is an electronic credential issued by a licensed Certifying Authority under the Information Technology Act, 2000. Signing a document with a DSC proves two things at once: who signed it, and that nobody has altered it since. A digitally signed filing carries the same legal weight as a handwritten signature and is admissible in Indian courts.

The tamper-evidence is the clever part. Change so much as a comma in a signed document and the signature breaks, the recipient sees immediately that it was altered after signing. This is what lets government portals accept your filing at 2am on a Sunday without any wet signature, courier or notarisation.

Why Class 3 is the only class now

DSCs used to come in classes, and you may still see references to Class 1, 2 and 3. In practice that history no longer matters for a business:

The single most common DSC error in 2026: trying to use an old Class 2 (pre-2021) certificate. Every portal now rejects it. If your DSC predates 2021, that is your problem, you need a fresh Class 3.

Signing, encryption, or both

Within Class 3, a DSC comes in up to three flavours, and picking the right one saves a wasted purchase:

For routine statutory filing, a Signing certificate is enough. But most e-procurement and e-tender portals require the combined certificate, you need the signing part to submit a bid and the encryption part to decrypt tender documents. If you tender for contracts, buy the combo.

Where a DSC is used

The strength of a single Class 3 DSC is that it works across nearly every government portal, as long as it is linked to the right PAN:

A practical gotcha: the signing utilities differ by portal. emSigner is used for the GST portal, while emBridge is used for the income tax and MCA V3 portals. They are not interchangeable, using the wrong one is a frequent cause of signing failures.

Validity, the token, and renewal

A Class 3 DSC is issued for 1, 2 or 3 years. A longer validity lowers the per-year cost and spares you frequent renewals. When it expires you simply renew online, and renewal is usually cheaper than a first issue because you reuse the existing token.

The certificate must be downloaded to and stored on a FIPS-certified USB crypto token, a small device like a pen drive that keeps the private key from being copied or misused. Since 31 March 2023, only new-series tokens are compatible for downloading certificates. A good habit: renew at least 30 days before expiry so a lapsed certificate never blocks a filing deadline.

Which DSC class do I need for MCA, GST and income tax filings?
Class 3. Since Class 2 issuance was discontinued from 1 January 2021, Class 3 is the single standard for all statutory filings, including MCA and ROC forms, GST returns for companies and LLPs, income tax e-filing and audit reports, e-tenders, and more. One Class 3 DSC works across all these portals as long as it is linked to the correct PAN.
What is the difference between a signing and an encryption certificate?
A signing certificate authenticates the signer and protects document integrity, it is what you use to sign returns and forms. An encryption certificate keeps a document confidential by encrypting its contents. Many DSCs bundle both as a combined signing-plus-encryption certificate on one token. For routine filing a signing certificate is enough, but most e-tender portals require the combined certificate.
How long is a DSC valid and where is it stored?

Can I still use my old Class 2 DSC?
No. Class 2 DSC issuance was discontinued by the Controller of Certifying Authorities from 1 January 2021, and every government portal, MCA, GST, income tax, DGFT, now rejects Class 2 certificates. Any Class 2 DSC issued earlier could be used only until its original expiry, and by 2026 virtually all have lapsed. If your DSC predates 2021, you need a fresh Class 3.
How do I obtain a DSC, and do I need to visit an office?
You apply through a licensed Certifying Authority, choosing the type, Class 3, and validity. Verification is completed online through Aadhaar and PAN based eKYC and a short recorded video, so no office visit is needed for most applicants. The certificate is then downloaded to a FIPS USB token. Foreign nationals can also obtain a DSC using a valid passport as the identity document plus address proof.
